David Tompos serves as the Executive Vice President, bringing decades of experience in building product testing and evaluation to lead the ICC-ES team with his strategic vision and direction.

Senior Vice President of Operations

A respected industry expert, Phil brings extensive leadership experience in both engineering and overall operations. Phil is responsible for the oversite of the Engineering, Finance, and Continuous Compliance departments within the Conformity Assessment Group.

Senior Vice President of Quality Systems

David Pereg is the Senior Vice President of Quality Systems at ICC-ES, where he oversees the organization’s quality management processes. He plays a key role in ensuring that ICC-ES’s technical evaluations and protocol follow accreditation body requirements.

Vice President of Evaluation Services

Vincent Chui is the Vice President of Evaluation Services. Vincent is a licensed structural engineer in the states of California and Nevada and a licensed professional engineer in the states of Alaska, Hawaii and Florida, bringing decades of business operation and technical experience in building product evaluation. Vincent oversees and directs ICC-ES's daily operations, ensuring quality and speed of service.

Dawn La Fleur-Qualley, as Vice President of PMG, leads the Plumbing, Mechanical, and Fuel Gas division. She leads a team that provides certification needs for plumbing and mechanical manufacturers in these critical sectors across the US and internationally.

Vice President of Continuous Compliance

Terri Aguirre is the Vice President of Continuous Compliance at ICC-ES, where she is responsible for maintaining ongoing conformity with ICC-ES requirements across certified products. Her role includes management of IT projects and maintenance of critical ES platforms.

Anna Mullen serves as the Vice President of Marketing for ICC-ES. In this role, she develops strategies that enhance the visibility and impact of ICC-ES certification services. With a Bachelors Degree in Business Administration and a robust background working with engineers in proposal planning for construction projects, Anna brings a wealth of industry-specific and client-focused marketing knowledge to the team.

Vice President of Testing Services

Tracie oversees the operations and strategic direction of our building products testing laboratories. With a focus on quality, innovation, and client service, she leads our testing teams to verify product performance in support of safe, sustainable, and reliable construction.
Chris Fennell, CBO

Vice President of Global Business Development

Chris Fennell brings more than 35 years of high-performance construction, market research, engineering, and business development experience to lead the Conformity Assessment Group’s global business development strategy. His International MBA, bachelor’s degree in mechanical engineering, and ICC Certified Building Official status help identify global growth opportunities for ICC-ES.
Gurvinder Chopra

Vice President of Electrical Services

Gurvinder brings a background as a Marine Engineer, followed by more than two decades in the Testing, Inspection and Certification (TIC) industry with organizations including Lloyd’s Register, BSI, CSA Group and QPS-Applus. In this role, Gurvinder will spearhead the development and leadership of ICC-ES’s Electrical Division, delivering high-impact services across emerging markets such as EV charging infrastructure, energy storage systems, distributed energy resources, and hazardous location technologies.
Natalie Rodriguez

Financial Analyst and Director

Natalie Rodriguez is the Financial Analyst and Director at ICC-ES, bringing expertise in data analysis and reporting, to provide strategic insights that support business decisions. In addition, she also manages a team of administrative staff who handle key operational processes.
David Beauchamp

Regional Manager, Canada

David is a materials scientist, passionate about advancing the Canadian construction industry. He has spent the past 20 years helping to bring innovative construction materials to market through testing, certification, and code evaluations. He has worked for organizations such as Intertek Testing Services, QAI Laboratories, Element Materials Technologies, and until recently, the Canadian Construction Materials Centre (CCMC).
